ECITB Appointed Person Moving Loads (APML) International Competence (ICE) Level 4 Qualification

The ECITB International Competence Evaluation (ICE) Level 4 Appointed Person Moving Loads (APML) qualification is a formal competence assessment programme designed to independently verify the advanced knowledge, skills, and practical competence required to plan, manage, and control complex lifting and moving-load operations within safety-critical industrial environments. The qualification assesses an individual’s ability to develop and implement lifting plans, evaluate risks, select suitable lifting equipment and resources, and coordinate complex lifting operations in accordance with recognised industry standards, legislation, and safe systems of work. The Appointed Person holds a key role in ensuring that lifting operations are properly planned, appropriately supervised, and carried out safely, helping to prevent dropped loads, equipment failure, damage to assets, and serious injury.

COURSE CONTENT

What this course covers

Successful completion of the ECITB ICE Level 4 APML qualification provides independent verification that the candidate has achieved the required advanced level of competence to undertake appointed person responsibilities for moving-load operations, including the planning, coordination, and control of complex lifting activities in accordance with ECITB requirements and industry best practice.

To achieve the ECITB ICE Level 4 Rigging qualification, candidates must successfully complete the ECITB technical test and associated practical competency assessments for TIRIG07 – Planning a Rigging Operation.

Successful completion of these assessment components provides independent verification that the individual has achieved the required standard of competence to undertake Appointed Person Moving Loads activities safely, effectively, and in accordance with ECITB requirements.

What you’ll cover

The qualification assesses knowledge and competence across the following areas:

  • Planning and management of complex lifting and moving-load operations
  • Lifting plans, method statements, and safe systems of work
  • Risk assessment and hazard control
  • Load assessment, centre of gravity, and load characteristics
  • Selection and suitability of cranes, lifting equipment, and accessories
  • Ground conditions, site conditions, and environmental considerations
  • Complex rigging arrangements and lifting configurations
  • Communication, coordination, and roles within lifting teams
  • Applicable legislation, regulations, standards, and industry best practice
  • Emergency planning and contingency arrangements
