ECITB Appointed Person Moving Loads (APML) Training Programme

The ECITB Appointed Persons Moving Loads (APML) Training Programme is a comprehensive four-day training and work-based development programme designed to provide learners with the advanced knowledge and skills required to plan, coordinate, and control complex rigging and lifting operations. The programme focuses on the responsibilities of the Appointed Person, including legislative compliance, safe working practices, leadership, lifting calculations, equipment selection, risk management, and the preparation and implementation of detailed lift plans

COURSE CONTENT

What this course covers

Through a combination of theoretical learning, practical application, calculations, planning exercises, and a formal end-of-course examination, learners develop the competence required to safely manage complex moving-load operations. The programme also includes an ECITB APML Work-Based Task Assignment, which supports the consolidation of learning through supervised workplace experience. During this period, candidates are expected to develop and complete a range of complex and complicated lift plans, typically over a six-month consolidation period, before progressing to the relevant ECITB technical competence validation assessment.

Together, the APML training programme and work-based task assignment provide a structured development pathway towards the ECITB ICE Level 4 Rigging – Appointed Person Moving Loads qualification, subject to successful completion of the required

What you’ll cover

ECITB Appointed Person Moving Loads – The 4-day training programme develops knowledge and competence across the following areas:

  • Day One: Legislation, Safe Working Practices and Procedures
  • LOLER, PUWER, HSAWA, BS7121, COPSULE, MHSWR, HSE, LEEA
  • Day Two: Roles and Responsibilities
  • Planning rigging operations
  • Determining communication requirements
  • Control of rigging operations
  • Leadership & management of rigging teams
  • Supervision and coaching of team members
  • Organisational/project lifting chain of command
  • Day Three: Calculating Forces
  • Equipment/resource requirements
  • Calculating load weights, snatch blocks and angles
  • Forces applied during cross hauling
  • Tension applied to slings at different angles
  • Calculating the centre of gravity
  • Required competency levels
  • Lifting equipment selection and assurance checks
  • Lifting point selections safe and ready to be used
  • Inspection of lifting equipment before and after task
  • Day Four: Planning and Performing the Rigging Task
  • Generating lift plans
  • Generating risk assessments
  • Generating & delivery of toolbox talks
  • Briefing the lifting team
  • Confirmation of lift team understanding
  • End of course examination
  • ECITB Appointed Persons Moving Loads (APML) Work Based Task Assignment
  • To achieve the ICE Level 4 Rigging candidates must successfully complete the ECITB (APML)
  • Work Based Task assignment; this guides the learner through the consolidation period after initial training. Typically, the learner will have generated a number of complicated and complex lift plans under supervision over a six-month period before undertaking the ECITB Technical Competence Validation Test.

On completion, learners receive a globally recognised certification ensuring they have the required training and competence that reflects the appointed persons safety critical role in lifting operations. The certification provides transferable credentials for high-risk sectors like oil and gas, renewables, and heavy engineering.
